Pflueger Pelican 1021 overview
The Pelican model 1021 is a roller pick-up version of the Pelican 1020. Roller pick-up spinning reels eliminate the full bail which controls the line on more conventional spinning reels like the Pelican 1020, and instead require the angler to use finger control. While requiring more skill, it has several advantages:

From the servicing perspective, eliminating the bail is good because on vintage reels the bail can be one of the more difficult mechanisms to service; if, for example, the bail spring is worn out, it can be hard to locate a replacement.

From the angling perspective, using the finger to control the line allows greater control than an automatic bail mechanism.
Shakespeare provides a description of how to cast using this less-well-known design in his chapter on spinning techniques. The reel manual also provides instructions on casting. Both documents are cited in the references.
